Emission Trading and Pricing Mechanism in the Management of Urban Water Pollution

Urban water environment that acts as public resource is now being polluted and damaged. This problem is mainly contextual change which is unfavorable to human standard of living and which is caused by human undue activity. The problem of water pollution comes from two aspects, one is the undue exploitation of water resource, the other is that human polluted the resource freely; especially the influence caused by industrialized enterprises' polluter is more obvious. The problem of urban water pollution has become more and more serious in scale and extent. It has changed from point pollution to an environmental problem in large scale and scope. Based on analysis of the present problems of urban water environment in our country, this paper discusses the theoretical meaning of emission trading system in the disposal of urban water environment, provides the pricing scope and pricing mechanism of emission trading and makes some conclusions.
