It is unreasonable to consider the weight of GIS traffic network certain. There are some uncertain factors, such as crowded condition, bad weather and so on, can affect the weight a lot, which changes the weight a lot and makes the optimal route to be unoptimizable. A new concept called dynamic weight has been put forth in order to solve the problem. The dynamic weight is made up of certain components and uncertain components, and its theoretical representation was brought forward. Both certain and uncertain factors affecting the certain component and uncertain component of dynamic weight were discussed in detail in this paper. The way of obtaining the certain component of dynamic weight was described in detail, and a method of representing the uncertain component of dynamic weight was also discussed. Although a new method of representing the dynamic weight approximatively by use of percentage of certain component of dynamic weight was put forward finally and it is feasible using this method to represent the dynamic weight, how to represent the dynamic weight more accurately needs a lot of further study.
