Perspectives' investigation of a systematic implementation of PPP/PFI model in Greece

This paper addresses the location of possible economic sectors of Greek economy where the PPP model can be implemented. It presents public sector investments, the implementation of which can be undertaken by suitably selected private sector bodies. As PPPs can embrace a wide range of structures and concepts, the research examines public works which are under construction or operation. The methodology process follows a certain structure, starting from a detailed analysis of programmed public investments and expenses, and going extensively through their prioritization taking into account predetermined criteria like level of investments, degree of investment repetition and attractiveness by the private sector. Collaboration processes are examined from the viewpoints of both the involved parties. The analysis of the data and the paper's conclusions stress some of the practical problems, limitations and paradoxes of partnering in Greek practice which prohibits the acceleration of the systematic implementation of PPP projects in Greece.
