Humanized Objective Choice of Urban Traffic Development

The guidance of car standard in urban traffic has brought about a series of problems such as the limitation of passes of pedestrians and non-motorized vehicles, traffic congestion and serious pollution. Therefore, the humanization of traffic has aroused great attention and the humanized objective choice of urban traffic has become an important issue. The paper has analyzed the basis of humanized objective choice for urban traffic development, including establishing harmonious traffic condition, protecting the weak participants in urban traffic and realizing the sustained development of urban traffic. The paper defines the objective for humanized development of urban traffic as to maximize the total utility including motor vehicles' utility, pedestrians' utility and government's utility and furthermore explores the effects of factors such as speed of motor vehicles, pedestrians and non-motorized vehicles, security index, environment index and costs of motor and non-motorized vehicles and pedestrians going against traffic regulations on the utility of traffic participants and the requisite conditions of realizing maximized total utility.
