The arrangement has a support element provided with a support frame with a free support. A multifunctional building (MG) e.g. industrial building, is joined together with residential streets (I-V), which entirely surround a traffic-free maintained area. The residential streets form the multifunctional building of linearly running separate residential streets (9, 10), and a traffic-free maintained passageway is formed between the adjacent linearly running separate residential streets. Structural slabs are decoupled from the support element by a vibration-isolating unit.
