Risk and Risk Regulation of Network Utility

With the competition, the network utilities efficiency was improved, but the risk was also increased, so risk regulation has been become the important contents of the government regulation. The current risks of network utilities include investment lacking risk of competition operation by introduction to competition, link economics decreasing risk between competition and monopoly operation, supply quality decreasing risk of consume operation and regulation failure risk. As a new systematic regulation with network utilities characteristics, risk regulation should balance every kinds of risk, control risk in acceptable degree, and regard competition as leading on the base of efficiency improvement. The basic principle of risk regulation is the combination of natural monopoly efficiency and competitive efficiency, in which competition and scale economy, competition and regulation, competition and monopoly, state-owned and private property, efficiency and fairness are compatible with each other. The risk regulation is results of market mechanism and adequate government intervention together.
