Construction time performance often serves as a benchmark for assessing the performance of a project and the efficiency of the project organization. The construction time demands the focus of attention of all the key participants in the construction process and it is during this period that the greatest part of resources are irreversibly committed. Construction industries in many countries have been increasingly recognizing the need for more efficient and timely completion of projects. Often, a number of unexpected problems arise during the construction phase leading to time overruns. Several factors related to project characteristics might also contributed towards this problem. The main objectives of the study are to assess the current level of construction time performance and to identify factors affecting them. Secondary data were collected from public sector civil engineering projects involving irrigation and drainage, roads and sewerage projects in Peninsular Malaysia. Multiple regression analysis revealed that construction time performance was influenced by certain excusable factors allowed for under the contract as well as some factors related to project characteristics. Identifying factors responsible for causing delay is one of the prerequisites for a good construction time management. The findings could also be used to improve construction time for future public projects.
