Travel demand and traffic impact method of cost recovering for urban arterial roads in Windhoek

摘要

This paper deals with the introduction of a new method for the financing of urban arterial roads. Cost towards the construction of roads is recovered from the sale of erven. The new method determines the pro-rata contribution of erf owners based on TRAVEL DEMAND and TRAFFIC IMPACT principles. The initiation of the "Urban Arterial Account", the principles on which it will be managed and the transition from the existing to the new method will be dealt with. Other applications and advantages of this method will be discussed.
