The real estate takes the economic profit as the major purpose. Control cost effectively is crucial to increasing profit. This paper proposes concrete measures of cost control from real estate development project's entire process which contains four stages: decision-making, design, construction and sales. In decision-making stage, it must pay attention to combine economic with technology, and make investment estimation better. In design stage, it should apply quota design and value engineering method to cost control, and have to reinforce the examination and verification before design plans completed. The tendering and bidding system of building engineering construction must be carried out in construction stage, and it should also examine claim request of contractor strictly, strengthen the management of spot testation, then do a good work on the examination of engineering's completion auditing. At last, in order to get the best result from expense that spend on marketing make the spend of promotion expense produces the best effect in sales stage, it must investigate the market adequately and emphasize on the marketing skills.
