Real time services require strict guarantees on quality of service. Establishing an accurate relationship between user perceived quality and network level parameters are cruscial in this regard. This paper describes a scheme for translating user level requirements (i.e. User QOS) in terms of user perceptual quality as quantified by a Mean Opinion Score (MOS) and constraints at the user end in terms of a playback buffer, into a choice of MPEG parameters in terms of the encoding scheme and quantization level. This is chosen optimally with the aim of minimizing the bandwidth requirements for the given Leaky Bucket Parameters.
