Long queues at gates is a common problem in container terminals, which embarrasses the urban traffic. In order to solve this issue, we should first develop an accurate model to estimate truck queue length. To this end, a model based on a non-stationary M(t)/ Ek/c(t) queuing system is set to study the gate system. In this paper, we propose a queue length estimation model using the point-wise stationary fluid flow approximation. Numerical experiments are carried out to show some of the characteristics of marine terminal gate congestion and to quantify truck waiting. Simulation results showed that the proposed estimation model provides a quite accurate estimation of the truck queue length.
