SUPPLY OF DESALINATED WATER FOR SINGAPORE - BUILD-OWN-OPERATE (BOO) SCHEME FOR 136,000 M~3/DAY (30 MIGD)

Desalination of seawater is a drought-proof option for meeting part of Singapore's long-term needs for potable water. Recent worldwide trends have shown clearly the potential for lower prices of desalinated water with private sector involvement. The Public Utilities Board (PUB), which is the water authority in Singapore will obtain 136,000 m~3/day (30 migd) of desalinated water from a private sector owned Build-Own-Operate scheme through a competitive tendering process. The successful tenderer will enter into a long-term water purchase agreement with the PUB for the off-take of desalinated water. The tender offers both technical and commercial opportunities. Tenderers will be free to choose from a wide range of available desalination processes to achieve a reliable and efficient supply of desalinated water. They may combine the chosen desalination process with alternative internal or external energy sources to achieve high efficiency, reliability and competitive costs.
