In August 2010 a major slip permanently closed a 500m stretch of SH35 at Maraenui Bluff. SH35 is arnregional distributor highway that is a life line route for communities around the East Cape.rnRealignment of the highway to 50km/h design standards involved upgrading a temporary 1.2km detourrnby straightening curves and forming a number of high cuttings and embankments along the route. Thernhighway at this location passes through steep rugged terrain formed from deeply weathered, highlyrnaltered and tectonised greywacke known to be prone to slips and dropouts. In consequence reliancernwas placed on observation of ground conditions as work proceeded.rnNZTA recognised that close liaison between all parties was going to be essential and requested thatrnwe trial use of ‘Lean Construction’ techniques and in particular use of the ‘Last Planner’ for managingrnand programming construction work. This required weekly meetings of the design team, client’srnrepresentatives and leading staff from the Contractors working on the site. From these, actions for thernfollowing week were assigned and completion dates promised. After a few initially tentative meetingsrnan alliance atmosphere quickly developed with mutual understanding of each others roles, desires andrnaims.rnAt the same time NZTA needed to be sure that design and program changes forced by technicalrndifficulties and winter working were the safest and most cost effective solutions. This was achieved byrnregular use of risk assessment techniques based on the NZTA risk management manual andrnworkshops attended by all parties.
