Manufacturing and service industries have developed and validated instruments for the measurement of environmental, quality and safety within the project life cycle. Although the three systems have demonstrated that there are common grounds of setting up, implementation, assessing and monitoring, of environmental, safety and quality management systems, however, little research has been undertaken to examine if these systems can be combined to form one overarching system that can be applied to UK Construction related organisations. This noted omission has been the motivation for this research project. The main aims of this paper are twofold; firstly to examine the common ground of the setting up or writing up, implementing and monitoring environmental, safety and quality management Systems; secondly to draw attention if the three systems can be brought together, to minimise or reduce time and incorporate the systems during design, construction, maintenance, and the end use product. Using a triangulation approach of literature review and case studies, a review of the existing framework as set out by the various proven systems such as ISO900:2004, BS7750, EMS will be conducted. It is envisaged to highlight how important the incorporation of the three systems would be of a valuable or important to environmental, safety and quality management systems and the development of a conceptual framework encompassing the note three systems. The identified benefits of each individual system as provided to the project life cycle of construction projects will be explored. The paper concludes with the assertion that the proposed instrument designated as the ESQM would be of a valuable resource to the construction industry in the future of the environmental, safety and quality management systems from setting up, implementation and management of the three systems
