One of the most serious challenges for powerrnindustry restructuring is to maintain power system reliabilityrnat an acceptable level and to promote the overall economicrnefficiency of the whole power industry. To this end,rntransmission investment and expansion is inevitable. In thernpast decade, much effort has been made to addressrninstitutional structures, business models, incentives andrnregulation to ensure that appropriate transmissionrninvestments be made, and to develop workable assessmentrnand planning methods for the deregulated environment. Inrnthis paper, a comprehensive survey is made on the state-ofthe-rnart of several important issues associated withrntransmission investment and expansion planning in thernelectricity market environment including: challenges ofrntransmission investment and planning in the competitivernmarket environment; transmission investment; merchantrntransmission; transmission rights; business models;rntransmission regulation; management of transmissionrninvestment and expansion; transmission planning methods;rninternational experience. The paper is divided into twornparts, and here is Part II with Sections 7-12 as well as thernreference list included.
