Processes for Successful Safety Management in Acquisition

Over the last few years UK MOD has adopted a risk based Safety Case approach, as defined in UK Defence Standard 00-56 reference 1, as the means for demonstrating equipment is safe for its purpose and as the basis for establishing the through-life Safety Management Systems for the equipment. Within the author's area of work, Land Systems, the Safety Case is developed in three stages. These stages (setting the requirements, validating the design, and qualifying equipment for service) combine the assessment, risk reduction and through-life safety management activities for a project. The process developed is flexible enough to enable it to be tailored to accommodate a wide range of diverse equipment, and procurement strategies. During the last year, to assist Project Teams in the management of safety and improve equipment safety assurance within the UK MOD work has been undertaken to develop a series of process maps. These chart the safety management and assessment requirements across the SMART Acquisition philosophy followed by the UK MOD. The work has mapped out the steps to be taken and deliverables to be provided at each stage of the acquisition cycle. This paper presents the maps developed and describes the results of the work in generic terms. In the future it is intended that the maps will be used to develop metrics to measure the performance, refine the safety management process, assist in training and developing competencies, therefore providing continued assurance as to the overall quality of work being undertaken.
