GIS has been said that it will make big markets such as municipal government applications for long time. Currently car navigation systems, which are a form of GIS, remain exceptional on the whole. Some municipal governments have attempted to improve the efficiency of area management by using GISs instead of paper maps, and have actually, introduced systems. However, in actual fact, many GIS has not been used more than a few years or used only in reduced application from original big picture. We have summarized the problems involved with municipal GISs based on our experience of developing a GIS in collaboration with Nagata Ward, Kobe City, and using the system to support restoration activities following the Great Hanshin Earthquake.
