Houston is in transition from primary reliance on groundwater supply to a surface water systerm,a transition which began in the mid-1970's and will not be ocmpleted untial 2015.This change is necessary to contorl coastal land subsidence in Galveston and harris Counites.Where valuable property ahs been lost.This transition includes a major program fo ne wtreatment facilities and interconnection transmission mains plus additional surface water supplies.
