The demand for domestic fuel consumption in Indonesia is fully supplied by domestic refineries. Similar to other business sectors, oil sector-including refinery-has to cope environmental turbulent. Such as: (1) The on-going economic and monetary crises in Indonesia; (2) The free competition is augmented by global market; (3) The increasing awareness and understanding in the society on the environment give impact to industrial products; (4) The development of technological process requires larger size and capacity in oil refineries, more extensive diversity of raw materials and additives, more extreme and more wide-ranging diversity of process parameter; (5) The development of information technology and communication in controlling operation and management. Oil refineries must anticipate environmental changes. But, any operational obstacles and inefficiencies-loss in accidents, fire and explosions, pollution, occupational diseases-will make oil refineries unable to cope with them. EHS oil refineries must adopt a strategy to respond environmental turbulent. Ingeneral, the aim and mission of EHS activities in oil refineries can create integrity of work safety, and mechanical and environmental friendly. The mission can be attained through patronizing awareness of human resources, integrated hazard control system of technology and equipment, advanced management control system of operations.
