ATSC 3.0 leverages the best of Broadcast andBroadband delivery systems allowing consumers toexperience live and video on demand content viaapplications commonly used in over the top streamingservices.Advanced signaling techniques offer new ways to provide a“broadcast quality” streaming experience featuring: UHDvideo, immersive audio and a customized user content via aprocess known as Dynamic Content Replacement.This document seeks to explore ATSC 3.0 mechanisms forsignaling and replacing content, methods for defining cliporder, interfacing with content decision engines and the useof media cache to facilitate dynamic content replacement inan application based display system.The value of broadband routers storage devices and ATSC3.0 capable consumer receivers are evaluated. The need forcommon mezzanine formats, media identifiers, contentsecurity and new technologies like Common MediaApplication Format will be discussed.
