The director of the NASA's Goddard Institute, James Hansem said in newsweek in January 1996 that "the climate system is beign pushed hard enough that change will become obvious to the man on the street within the decade." To corroborate the statement, I contacted Robert Watson, who was then the White House Science Policy Advisor and is now the new chair of the International Panel on Climate Change. I asked Watson if he thought that Hansen's statement was reasonable. He said that he would not make such a statement since it cannot be proven, but that Hansen is within the mainstream of climate science and that he may well be right.
