The processes and functionality of Condition Based Maintenance Plus (CBM+) are being appliedrnacross the rotorcraft community. New acquisition Naval rotorcraft and many other Departmentrnof Defense (DoD) rotorcraft platforms are now delivered with on-board systems enabling CBM+rnand several legacy rotorcraft are being retrofitted. These platforms are using technologyrndeveloped in the late 1990's and are just now at the beginning stages of making platform supportrndecisions based upon the data collected.rnThe systems being utilized and the software used to manipulate the data are often tied to thernOriginal Equipment Manufacturer (OEM). This limits the flexibility to test integration of newrntechnologies or algorithms to enhance current CBM+ systems. OEMs and individual acquisitionrnprograms are hesitant to integrate with competing companies or unable to fund research due tornoperational commitments and cost. Several OEMs have their own test beds, either as test rigs orrncomplete aircraft, and the services have developed capabilities for limited off-aircraft testing.rnThese facilities and capabilities are beneficial to their organizations but lack the end-to-endrnintegration capability for testing enabling technologies and reasoning tools necessary forrnadvancing CBM+.rnWe propose the creation of a flying CBM+ Integrated Laboratory (CIL) that brings together arncommunity of DoD, Academia and OEMs to create a flying, open, flexible end-to-end CBM+rnenvironment for test and experimentation of CBM+ technologies and to drive innovation.
