PROBLEMS OF TRANSPORT MANAGEMENTINSTITUTIONAL DEVELOPMENT IN THEDEVELOPING COUNTRIES CITIES

The absence of institutional entities and specialized transport civil engineers in the field ofmodern transport engineering with respect to immediate and short term transport managementand long term strategic transport planning is addressed. This is one of the main causes of thepersistence of transport and traffic problems in many cities of the developing world. The papertries to analyze the reasons behind this institutional deficiency. A word on the evolution ofrelevant institutional and professional entities in the North and South is given. The experience ofthe developed countries is referred to via initial results of a questionnaire. The current relevantpractice in the cities of the developing world is discussed. The consequences of the poseddeficiency are explained. Then the paper tries to answer important questions. Why transportengineering practices fail in the developing countries context? How to set up a functionalinstitutional entity in the field? How to sustain such entity? The paper ends with concludingrecommendations supported by transferable lessons taking into account the realities of the localauthority context in developing countries.
