Nowadays, applications use functions and data shared by different resources over a local area network, as well as large grid computer networks. Since they have to coexist, it happens that these resources are idle sometimes while being requested by too many computers in other moments. As a consequence, there is a need to implement applications that solve the problem in an adaptative way. Our goal in this research is to design and prototype an effort software development estimation model that is able to work with the described environment, trying to obtain the maximum accuracy. The proposed method is a parametric mathematic one, such as COCOMO II, but using a reasonable, feasible partitioned design during pre-award contract time. Moreover, the proposed approach requires fuzzy logic to model cost driver values due to the inherent vagueness of the assessments given by practitioners. The experimental frame that will be used is restricted. Since we do not own large base of past project data, we propose a analytic method.
