In an effort to reduce personnel costs outsourcing software projects have gained momentum since the early 1990s. Outsourcing IT projects amount to 30% of all outsourcing efforts. A number of research efforts have focused on critical factors for outsourcing projects and their success. In this research, a generalized model for software engineering productivity is presented that is based on past research in the area of group productivity models. A brief review of current research in outsourcing and distributed teams is presented and the general model is extended for outsourcing or distributed project environments. A number of objective measures to evaluate different features of the model and interaction aspects of various factors need to be explored to use these models as a basis for empirical study. The success (outcomes) of outsourcing efforts is a result of client and developer interactions. Communicational, legal, physical, and social environments set stage for collaboration. Project Factors and Development Environment facilitate the Development Process that in turn leads to Internal and External Outcomes.
