During the ninth five-year-plan period twelve expressways have been constructed in Hebei Province, totaling 1480 km and making the province the second largest in the country in terms of expressway mileage. Among thete expressways The International Financial Institutions Loan Projects Office of HPCD (hereinafter referred to as IFILPO) has carried out the sectional construction for Shi-An, Jing-Qin and Jing-Hu expressways within Hebei Province. All these three road sections were built using ADB and World Bank loans and the total length reached to 589 km, which take nearly 40% of the total expressway length in Hebei. During the planning stages for these projects strict environmental assessment were carried out based on requirement for ADB or World Bank loan projects. Project planning and environmental impact assessment were well coordinated. As a result the Ministry of Communications, World Bank and ADB missions were satisfied with these projects. Based on experiences from these projects this article gives a systematic analysis on project planning and environmental impact assessment relations as well as coordination between the two.
