摘要

This article summarizes selected findings from an extensive empirical case study. The complete analysis provides a model for studying the impact of a FAA or airline program that is expected to impact fuel consumption (or flight times), and for identifying the underlying causes or problems that arise as part of the implementation of that program. The study also provides objective data on the costs associated with air traffic bottlenecks, thus making it possible to make more informed decisions about resource allocations to deal with such problems.
