The paper this is an abbreviated and updated version of a paper first given to the British Dam Society at Bangor, 1998 and subsequently to The Institution of Mining and Metallurgy (Nottinghamshire and South Midlands Branches), which describes an agreement between the Health and Safety Executive (HSE) and the principal operator in the coal mining industry (UK Coal Mining Ltd, formerly RJB Mining (UK) Ltd.) concerning proposals for converting colliery tailings lagoons to environmentally diverse water features as an alternative to overcapping them when restoring spoil heaps. The original paper reviews engineering safety issues in more detail.
