IMPROVING STANDARD SPECIFICATIONS FOR HIGHWAY CONSTRUCTION IN SOUTH CAROLINA

The South Carolina Department of Transportation (SCDOT) implemented several new erosion prevention and sediment control Supplemental Specifications in 2004. After 2-years of implementation, the SCDOT determined that these Supplemental Specifications, along with other existing Specifications, should be evaluated, modified and improved.rnThe categories of Standard Specifications evaluated includes erosion prevention, sediment control, storm water runoff control, and post construction water quality control. The following specific Standard Specifications were evaluated in detail. Bonded Fiber Matrix (BFM), Flexible Growth Matrix (FGM), Inlet Structure Filters, Sediment Tubes, Stabilized Construction Entrance, Compost, Structural Post-construction Water quality Structures, Silt Fence, Temporary Stabilization, Temporary Seeding and Permanent Seeding. Each Standard Specification was evaluated for the following categories:rn1. Descriptionrn1.1 Unit of measurement for payment.rn1.2 Where is the practice applicable. 2. Materialsrn2.1 Quality assurancern2.2 Quality controlrn3. Construction Requirementsrn3.1 Site preparationrn3.1 General installationrn3.3 Delivery, storage and handlingrn3.4 Inspectionrn3.5 Maintenancern3.6 Acceptance Criteriarn4. Method of Measurementrn5. Method of Payment.rnThe evaluation of the Standard Specifications included interviews with SCDOT construction staff, SCDOT construction inspectors, and other users of the Standard Specifications. The purpose of these interviews was to identify specific inadequacies of the existing Standard Specifications. The evaluation of the Standard Specifications also included correspondence with industry manufacturers to ensure that the Standard Specifications adequately reflect products and measures that are available for distribution.rnThe evaluation of the Standard Specifications included erosion prevention and sediment control site inspections on active SCDOT construction sites. The site inspections were conducted to evaluate the implementation and effectiveness of the Standard Specifications. The improved Standard Specifications will be presented in this technical paper.
