Experience in the Creation of the US-Russian Surety Database (A Potential Teaming Effort for an International SSS Database)

This presentation addresses the experience of creatiing a bilingual (in Russian and in English) US-Russian database on surety issues. This work is conducted by Sandia National Laboratories (SNL) in the United States, and The All-Russian Institute of Experimental Physics (VNIIEF), The All-Russian Research Institute of Technical Physics (VNIITF), and the All-Russian Research Institute of Automatics (VNIIA) in Russia. This project has been on-going since its initiation a few years ago. At present, about 1700 documents are included in the database. Among them are accident reports, Russian institutes' scientific reports on safety issues, monographs, patents, articles from scientific and technical periodicals, standards, branch regulatory documents, etc. Many documents in this database were unavailable in electronic form earlier. SNL, VNIIEF, VNIITF and VNIIA have copies of the database, and database management is carried out by SNL. This paper presents the technical issues connected to usage of LaserFiche~(TM) (Registered Trade Mark of Compulink Management Center Inc.) software. This paper also describes an algorithm for database implementation for both English-speaking and Russian-speaking users, and an outlook of further efforts in database extension and modification of software in use. The authors believe that an upgraded database, accessible over the INTERNET, would be of doubtless interest to the world community of safety experts.
