Man, has five senses representing natural windows of communication between him and the outside world. Talking is the best means of communication existing. Speech recognition can be applied in computer devices to control the useful software to facilitate people in their life. Handicapped people suffer the difficulty of movement inside their home to spend some basic needs and necessities, usually need another person to help them in that. This assistance is achieved through the design of a special system for handicapped people to control home devices by using voice commands. This paper shows a way to control home devices with computer through interface circuit based on the Microcontroller and Universal Serial Bus interface. The design and implementation processes were carried out in two parts hardware and software. The requirements of hardware design and implementation are wireless microphone, personal computer, home devices and interface circuit connected between personal computer and homes devices via USB cable. Interface circuit was designed, simulated and tested using Proteus and MikroC. Software system was designed and implemented using Microsoft Visual Basic programming language and Microsoft Speech Recognition engine. To use a system, the person gives a voice command to the computer via wireless microphone; the computer card converts voice command into a digital format. The acoustical software model breaks the word into phonemes. The software language model compares the phonemes to commands, if it is, the programming language translates the command to digital value, and after that transfer the digital value to interface circuit to control the specified home device. The research recommends using this system to control home devices remotely through the internet or smart mobile phone.
