FOSS 248-P2 – A CASE STUDY

At 1205, on December 30, 2003, the Foss Maritime tank bargern248-P2 spilled nearly 6,000 gallons of bunker fuel oil during arnloading operation at the Chevron-Point Wells facility in Shoreline,rnWashington. Approximately 4,637 gallons was discharged intornPuget Sound. Upon notification, the U.S. Coast Guard (USCG)rnMarine Safety Office (MSO) Puget Sound,Washington Departmentrnof Ecology (DOE), and Foss Maritime launched an aggressive response,rnmobilizing numerous spill response personnel and nearlyrnevery major piece of spill response equipment in the Northwest. Inrnless than 24 hours of the spill, nearly all the oil had moved ashorernimpacting only two miles of shoreline. The most heavily impactedrnarea belonged to the Suquamish Indian Tribe, which included arnhighly sensitive and culturally significant salt-water marsh. A representativernfor the Suquamish Tribe quickly joined the UnifiedrnCommand. Operational success can be linked to the frequentrntraining and exercising of the responding agencies, preplannedrngeographic response plans, and use of incident command system.rnDespite the successes, weather and tides proved to be the leadingrncontributor to the four-month shoreline clean up operation.rnLessons learned identify response strong points in addition tornareas needing improvement.
