Congestion in U.S. metropolitan areas is a serious and growing problem. Transportationrnagencies have typically implemented traffic management policies and strategies tornimprove mobility and reliability on a specific network, e.g., expressway, instead ofrnlooking at the entire transportation system across multiple transportation networks. ThernUnited States Department of Transportation (USDOT) has created the Integrated CorridorrnManagement (ICM) initiative to promote the development of multi-modal and multinetworkrntactics to provide improved mobility and reliability across the entire group ofrntransportation systems within a corridor. San Antonio was chosen as one of the USDOTrnICM "pioneers" to assist in the development of these multi-network strategies. SanrnAntonio's experience has been unique amongst the ICM pioneer sites in that its size andrntransit infrastructure limitations make it typical of a medium-sized urban area. Thisrnwhitepaper explores San Antonio's experience and lessons learned in developing theserntactics and documenting them in a Concept of Operations and System RequirementsrnSpecification.
