LNG PROJECT DESIGN COMPETITION: A CONTRACTOR’S VIEWPOINT

Design competitions are a relatively new strategy for the LNG industry intended to produce a timelier and more cost effective project. Structuring a design competition to achieve the maximum benefit is complex and requires an owner to balance his need to control the outcome with his desire to allow and encourage the participants to apply their experiences and knowledge to develop new and innovative solutions. The potential benefit realized from this strategy depends largely on selecting participants with demonstrated experience in developing and managing new technology and execution approaches, the scope available to them to work with, and the degree of competitive behavior that can be generated, sustained, and reflected in their delivered product. rnThis paper discusses some of the issues associated with design competitions from a Contractor’s viewpoint with the objective of maintaining fairness to all parties involved and always to be working to the best interest of the project. These issues are broadly classified into the two categories of scope and structure.
