Sustainable development of construction industry needs integrate information and knowledge gained form design and construction stages into operation through participating into the operation stage and proving service to user. Despite the demonstrated benefits of change from product constructor to service provider in sustainable development，it is difficult to make decision in chose the ways of change. This paper presents four main change drivers for the sustainable development of construction on basis of the paper review and experience research. There are three ways to change: extension，transition，and unchanged，decision maker should to evaluate these ways. A decision-making model for the goal using analytic network process (ANP) approach is developed，which enables to measure the relationship and interaction among selection criteria and their sub-criteria. Finally，this paper will use the SuperDesicion software to calculate the dates，and gained the final results.
