The present invention relates to a method for producing hydrogen by means of iodine selenium thermochemical cycle electrolysis, the method involving: taking water as a raw material, and adding selenium and iodine for a reaction under atmospheric pressure to obtain a seleninic acid solution and hydroiodic acid; subjecting the hydroiodic acid to rectification and concentration, and decomposing the rectified and concentrated hydroiodic acid to obtain hydrogen outputted as a product and iodine for recycling; and subjecting the obtained seleninic acid solution to electrolysis decomposition to produce selenium, wherein the selenium is recycled as a raw material. The highest temperature required during the reaction process of the method of the present invention is 400-500°C, thereby avoiding the problem of it being impossible to produce hydrogen on a large scale due to an excessively high reaction temperature. The reactants, i.e. iodine and selenium, in the method of the present invention can be recycled, and therefore, the hydrogen production cost is greatly decreased.
