To provide a fastening bolt fastening torque specifying device and fastening torque specifying method with which it is possible to specify the fastening torque in the current state of a fastening bolt without directly touching the existing fastening bolt.SOLUTION: Provided is a fastening bolt fastening torque specifying device 100 for specifying the fastening torque of a fastening bolt B with a body P to be fastened is fastened by a nut N via a washer W, the device comprising: exciting means 10 for shaking the body P to be fastened; vibrometers 20, 30 for measuring the vibration of the body P to be fastened and the washer W; and a computer 50 in which a conversion program for converting the measured data by the vibrometers 20, 30 into a frequency component is stored, and also relation data representing the relation of the fastening torque of the fastening bolt B and the frequency of the washer W is stored.SELECTED DRAWING: Figure 1
