PROBLEM TO BE SOLVED: To automatically measure a social capital index in a wide area in a social capital index measurement system. SOLUTION: An affiliation area estimation processing unit that estimates the affiliation area to which a local resident belongs using vital data, and an affiliation area estimation processing unit that detects the presence or absence of stay in a specific place based on input data and estimates the population staying in the specific place.
