Disclosed are a production line optimizing simulator and a production line optimizing simulation method using same. The optimizing simulator comprises a worker order optimizing part and an optimizing simulation part. On the basis of an assumption that a production line is constructed according to an optimum worker arrangement order, the optimizing simulation part generates a simulation result by performing simulation of calculating workpiece moving time including work processing time and standby time required for producing a workpiece by using the constructed production line and predetermined input information. The worker order optimizing part: continuously generates a new worker population by using a part of the predetermined input information and an initial worker order as conformity assessment basic information until a predetermined conformity assessment termination criteria is satisfied; derives an optimum worker arrangement order satisfying the conformity assessment termination criteria through repeatedly performing conformity assessments for the new worker population; and provides the optimum worker arrangement order to the optimizing simulation part.
