A controller server (10) has: an allocation unit (11a) that allocates a device connected to the server to a virtual machine managed by a user; a usage state management unit (11b) that records the correspondence between a virtual machine and the device used by the virtual machine; a warning relationship management unit (11c) that records the warning type that can be generated by each device during maintenance; a maintenance control unit (11d) that, when a maintenance request is received, determines the order of an instruction for suppressing the issuance of the warning that can be generated by the device during maintenance, and an instruction for withdrawal to another server of an affected virtual machine that is affected by the maintenance, among the virtual machines; a warning exclusion setting unit (11e) that instructs the server to exclude the issuance of the warning that can be generated due to the maintenance; and an affected user specification/withdrawal unit (11f) that specifies the affected virtual machine on the basis of the correspondence between the virtual machine and the devices used by the virtual machine, and causes the affected virtual machine to withdraw from the server to another server.
