The present application relates to the technical field of robots, and in particular, relates to a robot waist skeleton (20) and a robot, wherein the robot waist skeleton (20) includes a waist inner skeleton (22) and a waist outer skeleton (21), surrounding the waist inner skeleton (22), the waist outer skeleton (21) being connected to the waist inner skeleton (22). According to the embodiments of the present application, when the appearance and shape of a robot waist need to be changed, only the outer skeleton (21) of the robot waist is directly replaced, with no need to wholly replace the robot waist skeleton (20), such that the cost is lowered.
