The present invention improves the estimating accuracy with which a required communication quality is estimated on a macro-flow-by-macro-flow basis. A required communication quality estimating device according to the present invention comprises: a classification unit that classifies pieces of micro flow information, which are individual pieces of flow information acquired from a communication network, into pieces of micro flow information for which quality management is possible to perform and pieces of micro flow information for which quality management is difficult to perform; a generation unit that generates macro flow information by aggregating the pieces of micro flow information for which quality management is difficult to perform such that the access patterns are similar to each other; and an estimation unit that estimates the required communication quality of the macro flow information by using the required communication quality of the pieces of micro flow information for which quality management is possible to perform.
