To provide an unmanned carrier, an unmanned carrier control method, and a program capable of improving the efficiency of a transportation movement operation.SOLUTION: An unmanned carrier according to an embodiment includes a vehicle body, a movement mechanism, an operation control unit, a pseudo reference position setting unit, a route acquisition unit, an operation command generation unit, and a drive control unit. The pseudo reference position setting unit sets a pseudo reference position, which is an operation reference position of a combined body of the vehicle body and a transportation object, to a position different from a vehicle body reference position, which is the operation reference position of the vehicle body. The route acquisition unit acquires a travel route. The operation command generation unit determines, based on the pseudo reference position, the operation of the combined body that moves along the travel route acquired by the route acquisition unit, and generates an operation command related to a vehicle operation that realizes the operation of the combined body.
