Phosphatidylinositol (PI), particularly a high-concentration PI composition prepared by a specific method, can be used as a whitening agent, hyaluronic acid production promoter, collagen production promoter, intracellular active oxygen scavenger, irritation reliever, and wrinkle improving agent. A complex obtained by removing the organic solvent from a solution in which component (A1) phosphatidylinositol, component (A2) lecithin, and component (A3) sterols are uniformly dissolved in the organic solvent, and simultaneously precipitating components (A1) to (A3) And, a composition comprising component (A) phosphatidylinositol and lecithin, component (B) a polyhydric alcohol, and component (C) water as essential components, a cosmetic or external preparation for skin, solves the problems of the present invention.
