An object of the present invention is to provide a method for preparing a cosmetic composition containing a red sea ginseng extract with improved anti-aging, antioxidant and skin moisturizing effects that promote the synthesis of aquaporin 3 by increasing the extraction yield of the red sea ginseng extract. The present invention comprises the steps of (a) far-infrared drying of red sea ginseng; (b) hydrolyzing the far-infrared dried red sea ginseng of step (a); and (c) freeze-drying the hydrolyzed red sea ginseng of step (b) to prepare a red sea ginseng extract.
