A method of operating a first wireless communication device includes transmitting (1104) a first message toward one or more wireless devices including a second wireless device, the first message indicating a need of the first wireless communication device to use shared network resources, receiving an indication from the second wireless device that it has available resources, utilizing the available resources of the second wireless device, transmitting a second message toward the one or more wireless devices, the second message comprising an entry for inclusion in a distributed transaction ledger of utilized resources that is shared among the one or more wireless devices, the entry indicating utilization of the available resources of the second wireless device by the first wireless communication device, and storing the entry in a local copy of the distributed transaction ledger.
