PROBLEM TO BE SOLVED: To provide a method for controlling the expression level of a coding sequence in a plant; a gene expression cassette comprising a promoter region of a gene having a different number of AT inserts fused to a GUS protein; and a method for obtaining a genetically modified plant containing AT-inserts.SOLUTION: According to the present invention, there is provided the use of an ATinsert in a promoter element for regulating the expression level of a coding sequence in a plant.
