To provide a light pollution prediction system and a light pollution prediction method which can properly predict occurrence of light pollution.SOLUTION: A light pollution prediction system 100 that predicts occurrence of light pollution caused by light reflected by a roof material provided on a roof of an object building includes: an object member information acquisition section 112 which acquires information on luminance of the roof material 11; an object building information acquisition section 111, the object member information acquisition section 112 and a peripheral building information acquisition section 113 which acquire information on a solid angle of the roof material 11; the object building information acquisition section 111 and a peripheral information acquisition section 116 which acquire information on background luminance being luminance in the periphery of the roof material 11; and a prediction section 115 which calculates PGSV represented by the above described expression 1 based on the luminance of the roof material 11, the solid angle of the roof material 11 and the background luminance of the roof material 11, and performs light pollution prediction of predicting that light pollution can occur when the PGSV is 0 or more.SELECTED DRAWING: Figure 2
