The present invention is epsilon-poly(L-lysine) copolymer [ε-poly( L- lysine)-graft-iminothiolane copolymer; Epsilon-poly (L-lysine) polymer nanogel [reducible ε-poly( L- lysine) polymer nanogel; REPL-NG], a method for preparing the same, and a use thereof. Specifically, the polymer nanogel (REPL-NG) according to the present invention can be used as a carrier of a hydrophobic drug capable of solubilizing the drug by itself and exhibiting drug effects, and the polymer nanogel (REPL-NG) has a positive charge. Therefore, by forming a nanocomplex (NC) with a negatively charged gene or protein, drugs with different physicochemical or biological properties can be delivered simultaneously using a single drug delivery system. [Formula 1] In Formula 1, x is an integer from 10 to 200, and n is an integer from 3 to 30 (provided that xn>0).
