According to the embodiment, the skill infrastructure system includes a data acquisition unit, a model creation unit, and a skill provision unit. The data acquisition unit acquires data related to work by skilled workers at the first base. The model creation unit models the skill of the skilled worker using the data acquired by the data acquisition unit. The skill providing unit provides the skill of the skilled worker to the second base by using the model created by the model creating unit.
